Couple question

I am trying to get rid of the search box from the upper right corner within the header_bg. For the life of me I can't find it anywhere. Could you give me a hand with this.

Second question, is there a way to reorder the blocks from both top to bottom and left to right? Some things I want to move from either left to right or right to left.
